Pentingnya Debriefing dalam Seleksi

Apabila dicari dalam aturan pengadaan barang/jasa pemerintah, tidak akan ditemukan istilah debriefing. Istilah ini ada di dalam proses pengadaan private atau public di beberapa negara yang sudah maju.

Apa itu debriefing?

Debriefing is the act of informing suppliers, contractors or service providers that were not selected during a particular procurement process, of the reasons why they were not selected. Debriefing can be done orally or in writing. It may be mandatory or at the request of the bidder.

The purpose of debriefing is to inform losing bidders of the strengths and weaknesses of their bid or proposal and the reasons why they were not selected. A debriefing can be done just before the contract is awarded (during the standstill period -the period of time between the contract award decision and the actual award of the contract), or after contract award. But this must be stipulated in the procurement rules.

Nah katanya debriefing adalah proses untuk memberitahu kepada suplier yang tidak diberi kontrak alias yang kalah, diberitahu apa? Hal hal yang menjadi kekurangan mereka yang menyebabkan mereka tidak terpilih, sehingga ke depan nya bisa menjadi bahan perbaikan.

Proses debriefing juga dilakukan meningkatkan kualitas transparansi dan rasa ke adil an atau tidak diperlakukan secara deskriminatif. Apalagi kalau proses seleksinya dilakukan di suatu lembaga yang katanya sih men dewa kan atau sangat mengedepankan kredibilitas, keadilan dan kebahagian semua aka happy for all ya, maka ketika satu penyedia terpilih dalam suatu proses pemilihan, maka tentunya penyedia atau peserta yang lainnya akan bertanya tanya kenapa kok saya tidak terpilih, apalagi kalau pesertanya merasa cukup memenuhi persyaratan, tidak ada cacat, dan merasa ada peluang besar untuk bisa menang.

Apabila tidak dilakukan debriefing maka kemungkinan akan beredar informasi informasi yang sumber dan kebenarannya masih harus dipertanyakan.

Misalnya ada supplier yang tidak menang, mereka dapat informasi dari rekanan yang lain; owh ternyata yang menang adalah titipan mantan orang PU, ada juga informasi owh itu mah bawaan kepala dinas yang mau pensiun, dia kan butuh bekal dan pengaman sebelum meninggalkan alam yang fana ini ya, ya namanya juga politik organisasi ya… ituloh direktur yang menang kan adalah ketua asosiasi ikatan perkumpulan pusat lembaga para ahli senior dewa ruci ahli kemplang bla bla bla ya…

Ya itu lah tanpa debriefing akan muncul banyak informasi dan spekulasi. Belum dari rekanan pendukung supplier yang kalah akan muncul pertanyaan, kok bisa kalah ya, pasti ada sesuatunya ini ya, ya namanya juga supporter fanatik kan ya. Aroma KKN merebak pastinya ini ya, tercium sampai ke luar arena . Apalagi kalau melihat dan mengetahui pemenangnya juga ternyata mempunyai track record yang masih diragukan dan terlihat banyak kejanggalan dan aneh dalam cara mereka bekerja. Semakin menyengat deh bau bau busuknya ya…

Apalagi bagi penyedia yang kalah nya itu sendiri, pasti akan lebih berusaha untuk mencari cari informasi kenapa kok mereka bisa kalah dari penyedia yang lain, karena tidak ada saluran yang bisa memberi informasi ya. Penyedia yang kalah seringkali hanya diberi angin surga atau php saja oleh beberapa oknum pokja atau pejabat dibawah naungan uset dengan iming iming, nantilah akan diberi paket di lembaga negara yang lebih mantap. Nanti tuh akan akan ada pembangunan gedung baru di daerah kuningan ya, kita kasih ke kamu lah, anda yang paling cocok lah untuk kerja disana… kok php ya? Logika nya pasti banyak juga lah yang mau jadi rekanan untuk pembangunan gedung tersebut, masa bisa langsung tunjuk ke satu penyedia, memangnya tidak ada lagi seleksi gitu? Ya itu pun kalau benar ada pembangunan gedung baru ya, lihat di RUP nya saja tidak ada?! Tambah sakiy hati tuh kalau tidak debriefing yang memberikan kejelasan apa yang terjadi ya.

Ya paling terus bergulir rumor rumor yang akhirnya menjadi suatu pengeroposan jiwa korsa dari para penyedia ya. Ujungnya paling yang bisa dilakukan adalah curhat di media sosial, serangan serangan spiradis ke seputaran dan hal hal yang sebenarnya tidak kondusif ya. So mau kondusif lakukan lah debriefing dan lebih penting lagi lakukanlah seleksi dengan HAPPY ya 🙂
